Sheff Wed Deals with Major Issues, States Football Regulator

'We are going to be a part of football's future' - football oversight chief the new chairman

The Championship club's persistent issues are seen as a "serious issue" and the independent regulator is looking to gain the ability to examine team situations in comparable cases, the newly appointed chairman the official has stated.

During an extensive discussion, Kogan, who was named to the position this week, showed understanding towards the club's followers.

The regulator engaged with four supporter groups associated with the South Yorkshire club in recent days.

The team have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on multiple instances, including in last month.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the great brands for the English game and this week we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases referred to us if they need to be investigated and dealt with."

Monetary Issues and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be open to selling the club at the stadium, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in March and May caused limitations by the football authorities in mid-year, preventing the club from carrying out any transfers or loans for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Authority's Position

The regulator explained: "The position was created for the supporters of Wednesday, teams facing challenges where people are committed to a regional establishment that has represented their community in many cases.

"I completely understand the team's plight, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the supporters."

Inquired if the oversight body could require an proprietor to divest a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to collaborate with owners.

"The last thing what we want to do is start getting involved with an individual club, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"But the truth is, when you review the record of the sport, over the last 20 or 30 years there have been certain proprietors, not many, but particular people who have shown negligence in the way which they've been managing their organizations and finally decline to assume obligation for the coming years."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to lay out the remit of the oversight body this week and stated it constituted a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the football community fails, the remarkable development accomplished necessary will vanish swiftly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Considerable investment entering the sport and has come into football for the last 20 or 25 years, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the success and growth as an economic entity of the elite league.

"As someone who appreciates the worry about compromising the top flight as an elite competition of England. But at the same time, if you engage with division representatives after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in the past.

The 68-year-old contributed funds to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any sort of politics."
