Nineteen of the Russian's twenty-one championships have been earned on hard surfaces
A revitalized Daniil Medvedev claimed his initial title for nearly 30 months with victory over opponent Moutet in the competition championship match.
The athlete, a former world number one, has had a torrid period, winning just one match at the major tournaments and suffering a setback at the New York tournament.
His unpredictability on the professional circuit - and struggles with his serve in particular - resulted in him exiting of the top ten and ultimately splitting with former coach Gilles Cervara.
Currently training with Thomas Johansson and Rohan Goetzke, he has gradually progressed in the last few weeks - culminating in a closely contested three-set win over challenger Moutet.
This marks his first trophy after the Italian tournament and initial on a hardcourt after that period of that year.
Victory also indicates he has secured 21 championships at twenty-one distinct competitions.
"For the first time I am participating in a event with my both daughters simultaneously, so to secure a title is particularly special," said ranked player Medvedev.
"This championship is in honour of my second daughter Victoria, because the initial championship I got when my child my daughter was born was for her."
Medvedev, the 2021 US Open champion, had lost his past six finals, featuring in the German tournament previously this season.
The player's defensive strategy and frequent emotional displays on the tennis court had prompted observers to wonder if his skill to perform at the elite level was concluded.
However the player has altered his approach in the past month, making an effort to come to the net and compete assertively, supported by an better serve.
The champion came back from a break down in the first set against the tricky Frenchman, securing 4 of the final five points to go ahead.
Both players traded break points in the middle set before the Frenchman, attempting for his first tour victory, gained dominance to create a third set.
Moutet rescued 4 early-game opportunities in a close final set before Medvedev secured a break to 15 to serve for the match.
Appropriately, Medvedev clinched victory with a shot at the net, with Moutet failing to control a volley after a lengthy match.
